  Irrespective the setting, code has to be able to handle connection failures. A connection may fail the instant between our testing it and giving it to you. And note that if the connection was observed to talk successfully to the DBMS during any previous application work, any time within the seconds-to-trust limit, we will not test. This means that in an environment where connections are being heavily used and with lots of turn-around in the pool, we may never have to test any connections if this setting is put to a reasonable value.
